Governance and auth by tier

- Audit logs scale from an org-level operations log to full audit history on Max.
- OAuth audit logs are available on the higher tiers.
- Planned items include Fly.io deployment targets, IP allowlisting, SAML SSO, bring-your-own-domain, and dedicated instances.
Limits are enforced per organization. If you hit a ceiling (servers, deployments, or credits), either upgrade the plan or buy a credit pack on a paid tier.
